Hardware cloth and rope are both available by the linear foot. In the interest of cost and minimizing materials, can we purchase these items by the foot and have them still considered unaltered for the competition?

Yes, purchasing these items by the foot, in the amount you need is acceptable. These items should be unaltered insomuch that they are not cut or changed from the way they come from Home Depot.
